Book 6 Raiders of Gor shows many individuals not on the council having their own holdings. I hace established my own as such. Though I am not a member of the council, I grow in Port Kar. My alligence is still to the Council. I simply build my own little privateer business. Need the money to pay my paga bill. LOL. There is no insult meant to anyone and I still respect All.
